Bali Resort Seaplane Water Landing: Site Rules

Bali Resort Seaplane Water Landing: Site Rules

A seaplane can only touch down where a certified or registered water aerodrome — or a formally coordinated water-landing site — already exists under CASR Part 139 Volume III (KP 206 Tahun 2021, capacity up to 30 seats), backed by a Letter of Operational Coordination Agreement with AirNav Indonesia and local maritime units. That means “land in front of my resort” is only ever possible where a site like that is already on the map. Before quoting anything, our desk checks your resort’s jetty, water depth and coordination status against what operators have actually published.

Why Can’t Every Bali Resort Have a Seaplane Landing?

A stretch of calm water is not a landing site. Under Indonesian aviation law — Undang-Undang No. 1 Tahun 2009 and its implementing rules — a seaplane base counts as an airport. It has to be certified and registered under CASR 139.101, cleared for obstacle height, published through aeronautical and maritime channels, and covered by a coordination agreement with AirNav Indonesia. Peraturan Pemerintah No. 40 Tahun 2012 sets the same bar for the water side of the operation.

That paperwork protects the resort, the guests and the operator. A jetty that looks perfect from a drone shot can still fail on obstacle clearance, tide range or radio coverage. Until a site clears those checks and appears in an operator’s own published coordination, our desk cannot promise a landing there.

Which Bali Water Sites Are Actually Coordinated Today?

Public information here is still thin, and we would rather say that plainly than round it up. As of September 2026, PT Santai Seaplane Aviation, a subsidiary of Seaplane Asia Group (Hong Kong), named Banyuwangi Airport (BWX) as its key hub in a press release dated 25 December 2025 and updated January 2026, alongside approved water-landing permits at the Banyuwangi water aerodrome, Menjangan in North Bali, and unnamed other sites in southern Bali. That release targeted commercial services for Q2 2026, pending aircraft delivery and registration — so treat “operating” and “permitted” as two different things.

A separate LinkedIn announcement dated 3 January 2026 described a partnership between the same group and Bali Kerthi Byomantara to reactivate Letkol Wisnu Airport in North Bali as a hub for commercial amphibious operations from 2026, flying Cessna Grand Caravan amphibious aircraft between North Bali, Banyuwangi and Denpasar.

Site category What it means for your resort Status as of September 2026
Published permit site Named in an operator’s public release as an approved water-landing point Banyuwangi water aerodrome (BWX hub); Menjangan, North Bali
Resort-coordinated site A specific jetty or bay cleared through case-by-case coordination, not yet on a public list Other South Bali water sites referenced generically, no named resort list published yet; Letkol Wisnu Airport reactivation for North Bali from 2026
Not yet possible No public route or site coordination exists for this water Bali–Gili, Bali–Lombok, Bali–Nusa Lembongan, Bali–Sumba and Bali–Komodo water landings — feasibility-on-request only

If your resort’s water isn’t on this list, that isn’t a “no” — it means the desk has to ask the licensed operator directly whether coordination is even feasible first.

What Happens Between the Jetty and the Aircraft?

A water-landing transfer is a handover, not a taxi pickup.

Step What it covers Why it matters
Jetty handover Resort staff meet guests at a fixed point, confirm luggage and passenger count against the manifest Amphibious aircraft have strict weight and balance limits per CASR Part 91 seaplane rules
Tide window Take-off and landing slots are set around tide height and sea state, not guest convenience Daylight-only, weather- and tide-dependent operations are standard for amphibious flying in Indonesia
Luggage limits Soft-sided bags only, weighed per person before boarding, confirmed by the operator in advance Amphibious cabins are small; overweight bags get left behind, not squeezed in
Resort concierge liaison Resort and desk confirm guest names, dates and jetty access rights before the operator is asked to quote Prevents a resort being marketed as a landing point it never agreed to host

Every seaplane on these routes must carry one life jacket per person, sound-signal equipment meeting COLREGs, and an anchor and sea anchor where needed, under CASR Part 91 Amendment 5 — standard equipment, not an add-on your resort has to request.

How Much Does a Resort Water-Landing Transfer Cost?

No published IDR or USD fare exists for a Bali resort seaplane water landing as of September 2026, from any operator, on any route. Anyone quoting a fixed per-seat price today is guessing. Charter pricing runs on the full aircraft (not per seat), plus positioning legs from the operator’s base, any stops, landing and handling fees, and weather-driven repositioning if a slot is cancelled.

Option What’s fixed What’s confirmed only after site check
Published-site transfer (e.g. Menjangan) Aircraft type, general route corridor Exact fare, slot time, tide-dependent duration
Resort-coordinated site (case-by-case) Nothing until the operator clears the jetty Feasibility, fare, whether it can run at all
Not-yet-possible route Nothing Treated as a feasibility inquiry, not a booking

Route timings elsewhere are desk estimates, not operator-confirmed schedules, until the licensed operator locks a slot.

How Does Booking Actually Work?

  1. Send your resort name and travel dates. We need this before we can even ask whether your jetty is coordinated.
  2. We check the site. Our desk cross-references your resort’s water access against what operators have published and, where relevant, contacts the operator directly.
  3. We confirm feasibility, not price, first. If the site is not coordinated, we say so — we do not hold a slot on a guess.
  4. The licensed operator issues a quote. Full-aircraft pricing, positioning legs and fees come from the operator under its own Air Operator Certificate, not from us.
  5. We confirm the jetty handover plan with your resort concierge. Tide window, luggage limits and pickup point get locked once the operator confirms the slot.

Check Your Resort Before You Promise a Guest Anything

Juara Holding Group is an independent coordination desk, established 2015, arranging seaplane water-landing transfers with licensed Indonesian amphibious operators — we are not an operator and not affiliated with any operator named on this page. Send us your resort name and dates on WhatsApp at (https://wa.me/6281139414563) or email bd@juaraholding.com, and we will tell you honestly whether your jetty is on a coordinated site before any figure gets discussed.

Frequently Asked Questions

Can a seaplane land directly at my Bali villa’s private beach?

Only if that stretch of water is a certified water aerodrome or a site an operator has formally coordinated under CASR Part 139 Volume III. A calm, private beach with no obstacle clearance, tide data or AirNav coordination on file cannot be promised a landing — the desk checks the site against what’s actually published before saying yes or no.

What information does the desk need before confirming my resort as a landing site?

Resort name, exact jetty or beach coordinates if known, guest dates, and passenger and luggage count. We use this to ask the licensed operator whether the site has existing coordination or would need a new feasibility check — we don’t estimate this ourselves.

Is Menjangan the only confirmed North Bali water-landing site?

Menjangan is the site named in the operator’s published December 2025 release. A separate January 2026 announcement described plans to reactivate Letkol Wisnu Airport as a North Bali hub from 2026, but that is a hub reactivation plan, not yet a published resort water-landing list.

What safety equipment is required on a resort water-landing transfer?

CASR Part 91 Amendment 5 requires one life jacket per person, sound-signal equipment meeting COLREGs, and an anchor plus sea anchor where needed. This applies to every amphibious flight under Indonesian rules, not just charter add-ons — it should already be standard on any operator you’re quoted.

Why can’t I get a fixed price before my resort’s site is checked?

Because charter pricing is set on the full aircraft, not per seat, and depends on positioning legs, stops, landing and handling fees, and weather-driven repositioning — none of which can be priced until the operator confirms your site is workable. No verifiable published fares exist for these transfers as of 2026.
